Sent to court indictments concerning five former and current officials of the defense Ministry and two officials of the commercial enterprises we are talking about VAT fraud in the supply of protection means for the ATO. This reports the press service of the Prosecutor General of Ukraine.
According to the report, these persons have caused the Ukrainian defense Ministry, the damage for the sum over 34 million UAH.
On the basis of the evidence collected, five former and current heads of the Department of public procurement and delivery of material resources of the Ministry of defense of Ukraine reported on suspicion of committing crimes under part 2 of article 367 (Service negligence) and part 2 of article 425 (“Negligent attitude to military service”) of the Criminal code of Ukraine.
The defendants contrary to the requirements of the legislation on exemption from VAT for the period of ATO transactions for the supply of helmets and bullet-proof vests for the Armed forces of Ukraine has signed a number of contracts for the delivery of non-lethal weapons for personal protection for the price with VAT.

On the basis of their signed payment orders of the Ministry of defence during the 2014-2015 illegally transferred to the account of the supplier in total of 32.6 million in the form of value added tax.
In addition, supplementary agreements to individual contracts was arbitrarily increased the price of put helmets and body armor, which led to unnecessary expenditures of the Ministry totaling more than 1.5 million UAH.
In the same criminal proceedings is reported about suspicion in Commission of crime provided by part 5 of article 191 of the criminal code (“Misappropriation of another’s property by abuse of official position in especially large sizes”), the Director and chief accountant of the supplier, who appropriated the funds of the Ministry of defense in the amount of 34.1 million UAH.
For compensation of damage it is seized property of the accused.
