Klimkin: Ukraine has its own draft resolution on the “blue helmets” in the Donbass

Ukraine has prepared a resolution on the peacekeeping forces in the Donbass in the beginning of 2015 and introduced it to all friends and partners. But Russia expected that it will be able to move the discussion on the draft resolution, which she recently recorded in the UN security Council, not only on experts but also on the political level.

About it to journalists on the sidelines of the annual conference Yalta European strategy (YES) in Kyiv said the Minister of foreign Affairs of Ukraine Pavlo Klimkin.

According to him, now the UN is discussing Ukraine technical draft resolution, the subject of which is not the mandate of the peacekeeping mission.

“This will be the impetus for the Secretary General to send a mission and set of red flags. And then this mission comes back and in consultations with our friends, we then discuss the mandate. We believe that under any circumstances the Russians should not participate in the mission. The mission we are going to discuss later”, – said Klimkin.

The mandate of the mission, according to the Minister, should cover the whole territory of the occupied Donbass with the Ukrainian-Russian border.

“The mandate of a peacekeeping mission should include a full cycle of breeding and of Russian regular troops and mercenaries, and all the scrap metal, which Russia tightened on the territory of the occupied Donbas. And, of course, the first steps to normalise the situation and return to normal life. This, for example, includes disarmament. Because who would be responsible for disarmament? Of course, it won’t just be the OSCE mission. We are currently consulting, on how to communicate elements of the OSCE. Incidentally, I discussed this with the Secretary General of the OSCE is very detailed, and we will once again meet in new York. And, of course, all this should lay the Foundation in order to begin an effective transition period that would lead to elections. And, of course, nobody will agree on all Russian manipulation to Russia at least partially controlled the preparation and holding of elections,” – said Pavlo Klimkin.

We will remind, on August 22 the President of Ukraine Petro Poroshenko said that he intends in September to present at the UN General Assembly the idea of a United Nations peacekeeping mission in the Donbas.

On 5 September, Putin said that he agreed to the deployment of UN peacekeepers only on the demarcation line in the Donbass to ensure the security of observers of the Special monitoring mission of the OSCE.However, he noted that this issue cannot be solved without direct contact with representatives of Pro-Russian militants in the Donbas.

After that, Russia sent to the UN a draft resolution on the deployment of peacekeepers in the Donbas.

In turn, Poroshenko stressed that UN peacekeepers should be deployed throughout the temporarily occupied territory, including uncontrolled land border with Russia.

Yalta European strategy (Yalta European Strategy, abbreviated as YES forum) is an annual conference organized by the Victor Pinchuk Foundation.

The conference gathers the most influential politicians and businessmen of Ukraine and the world, it has been held annually since 2004.

The aim of the conference is the development of Ukraine and its European future, as well as establishing international ties.
