Innopolis: the next destination for technology companies of Russia

Innopolis is a very active city. Now there are two thousand people, employs one police officer and valid for one passenger elektroavtomat of 40 km of urban roads. It is planned that the city’s population will soon reach 150 thousand inhabitants.

The youngest city in Russia is organized according to the scheme of the Indian parks of software technologies (STPI), where firms engaged in the development and sale of software tax concessions are available. His organization also recalls the commitment of the South Asian countries to develop IT clusters at the regional level. But, besides all this, there is also a link, which is lacking in the Indian IT landscape, namely, a training program that will allow companies to get what they need. There is a University that specializiruetsya on education in the field of information technology, and graduates are committed to work in one of the companies Innopolis for at least 18 months.

Located 800 km East from Moscow, Innopolis was established two years ago. The city opened its doors to IT companies, offering affordable housing to attract workers and thus employers.

It is planned that the IT-companies will open their offices here.

“We have work here in about 56 companies with number of employees from 5 to 300”, — said in an interview with The Hindu Ruslan Shavaleev, 37-year-old mayor of Innopolis. It is planned that the number of inhabitants will reach 10 thousand people for three years. 50 out of 1.2 thousand hectares, designated for the development of the city, located office buildings, University, schools, apartments and sports complex.

Low taxes

“There are special tax rates and offers various types of subsidies for rental housing,” — said the mayor and added that wages are generally lower than in the IT-cluster, which is an incentive for IT companies to organize their offices. “The rate of social tax on wages everywhere is 35%, we have in the employer only pays 17%”.

Rent fully furnished one bedroom apartment here will cost 7.4 thousand rubles, and in Moscow for the same will have to pay a hundred times more. To the question about their current priorities mayor Sagalaev said, “We need to build more housing for employees in order to attract more companies.”

“I moved in Innopolis, not to spend on the way to work 1.5 hours per day”, — said Dmitry Chernyshev, head of group of 40 designers from six cities, working in “BARS Group”, a subsidiary of the National Center of Informatization, technological unit that is part of the Corporation. “I walk to work, my children go to a good school, and nowhere else in the world I wouldn’t have a view of the forest from my bedroom window” — with a smile he added.

Specialized University

Its existence Innopolis owes a lot to the University, which started its activity about two years earlier in the city. “No Innopolis University is just a group of buildings”, — said Alexander Tormasov, rector of Innopolis University.

Today there are 554 students. Last year took 313 students were served 9 thousand applications for training from different countries of the world. Within the bachelor program in information technology the students are trained in four specialties: “Systems of big data management”, “Artificial intelligence/Robotics”, “software development” and “Security of computer systems and networks”. Training is conducted mainly in English. The University also offers training in the master’s program.

“Usually about 30% of the best physicists in the world — Russian. But of the 400 leading experts in the field of information technology only 2.5% — from Russia. We want to fix this situation.”

“We would like to at the University on a regular basis trained 5 thousand students, and annual recruitment was a thousand people, — said the rector. — Last year, the invitation for admission to the undergraduate program was sent two students from India, but for various reasons they are unable to take it.” The rector added that this year has directed about ten invitations.

A large part of learning in undergraduate covered by grants, tuition for a student you can get a 1.2-1.4 million rubles per year. According to Professor Tormasov, it’s more than the average salary in Russia.

Joint work with the University also leads the rostec state Corporation to promote the implementation of Russian state policy in the field of industrial development in such fields as, for example, aircraft, nuclear power and helicopter.

An interesting direction of work at present are unmanned vehicles. Professor Tormasov said: “we are working on an integrated motion control system based on the use of funds AI, the robot carries out the decisions about speed, positioning in the environment, the operation of the engine and tires”. According to Professor Tormasov, more information about the project will act as its implementation.

Big data x-ray

The University also is preparing a joint project with the radio company “the Vector” on the application of analysis of large data sets. Now launched a pilot project to evaluate the application of x-ray radiation in scintigraphy of the lungs. “For every thousand x-ray images of the lung, usually in two or three cases required a more detailed examination. This new system of data analysis showed that at least 300 cases out of thousands measures must be taken, because the data indicate an increased chance of developing lung cancer.”

The data volume can reach 100 petabytes and growing to exabytes. The same system is used to control and ensure the safety of the pipelines of Gazprom, one of the largest Russian oil companies, as well as to improve the efficiency of agricultural production.

The University also works in the field of advanced cognitive robotics to create robots that can recognize faces and respond to emotions.

“Ultimately, this will help you better care for the elderly,” said Professor Tormasov, and added that in Europe the ratio between retired and working people is 1:1. This suggests that only working citizens will not be able to properly care for the elderly.

According to Professor Tormasov, the combination of the results of this research project with the results of one of the other projects in the area of robotics related to simulation of the mobility of human joints and balanced movement of the robots, can lead to the fact that robots can take over dangerous jobs, who are now forced to perform.
