Because of the Russian aggression, the Verkhovna Rada is not yet able to amend the Constitution regarding the decentralization, however, the legislature still holds it by other methods. This was stated by the speaker of the Ukrainian Parliament Andrei Parubiy in the air of Channel 5, the Channel 24.
“While from the occupied territories will not withdraw Russian troops until the border control, we are unable to engage in the political process. There can be different options, maybe a conditional withdrawal of that position,” he said.
The Parliament speaker also stressed that Parliament still holds the decentralization through many other legislative acts, for example, to integrate communities.
As you know, the Ministry of justice submitted to Parliament a bill on decentralization regarding the transfer of powers to the communities.
According to Prime Minister Vladimir Groisman, the transfer of land control to local communities must be completed before the end of 2017.
