The U.S. Senate has proposed the creation of a hybrid Tribunal for Syria

American senators have proposed to create a “hybrid Tribunal” in Syria. It will include local and foreign lawyers, judges and other professionals who will pursue individuals suspected of committing war crimes, acts against humanity or genocide.

As explained by one of the authors of the bill Marco Rubio, the initiative should “ensure accountability for violations of human rights”.

Representatives of both parties in the U.S. Congress suggest that U.S. Secretary of state together with other Federal agencies studied the possibility of creating a “transitional legal framework in Syria.”

In addition, the senators propose to give the Secretary of state the right to support the people and organizations that are searching for those who committed such crimes, collect documents and evidence, conduct investigations and protect witnesses.

The corresponding document was submitted for consideration the upper chamber of Congress.
