Parliament allowed local authorities to set tariffs for alternative energy

The Verkhovna Rada of Ukraine supported the second reading of bill No. 4334 “On amendments to the law “On heat supply” concerning incentives for production of thermal energy from alternative energy sources”. For the document the second time voted 238 deputies.

The document provides:

  • to approve the procedure for tariff incentives for the production of thermal energy from alternative sources;
  • to fix the tariffs for thermal energy produced by biofuels, at 90% of the tariff for heat produced with the gas;
  • to transfer authority from the National Commission, carrying out state regulation in the energy and utilities local governments to set tariffs and local administrations on licensing of economic activity on heat energy production in plants (except for cogeneration plants, thermal power plants and cogeneration plants), using alternative sources of energy.

It is emphasized that the establishment of incentive tariffs for thermal energy, produced for the needs of budget institutions and people from alternative sources, at the level of 0.9 of the tariff for thermal energy of the gas, for the needs of budgetary institutions, will allow to save means of consumers paying for services on centralized heating and hot water.

The implementation of the bill will not require additional material and other costs.

Also provides that until December 31, 2020, the tariffs for thermal energy for subjects of managing which carry out production in plants using alternative energy sources, including thermal power, thermal power plants and cogeneration units installed before the entry into force of this act, continue to apply from the date of entry into force of this document and may be revised in accordance with the provisions of this law only the treatment of the enterprise.
