There was no policy, no, as they say in Russia, attempts to appease the Ukrainian bureaucracy, even a gift from my mother who was born in Western Ukraine. The need to transfer the Crimean oblast to the Ukrainian SSR in the relevant decree was explained by a “common economy, territorial proximity and close economic and cultural ties between the Crimean region and the Ukrainian SSR”.
