The Verkhovna Rada adopted in first reading bill No. 6106 on strategic environmental assessment. About it reports “112 Ukraine”.
As subsalsa, “for” voted 231 people’s deputies of the 226 minimum required.
According to the explanatory note to the document, Ukraine has no mechanisms for integration of environmental considerations in the development and adoption of the draft documents of state planning.
The introduction of strategic environmental assessment will allow for such an assessment until a decision on approval of the documents of state planning.
The bill establishes the scope of application, the procedure of strategic environmental assessment, and the mechanism of carrying out transboundary consultations, informing about the decision and monitoring the impact of implementation of state planning on the environment.
With the help of these funds want to protect the environment during planning of social development and economic activities.
The main objective of the strategic environmental assessment, which should gradually be resolved in the following years:
- the integration of environmental goals and priorities related to sustainable development, the development of specific documents of state planning;
- harmonization of procedures for strategic environmental assessment in accordance with the same procedures of European Union countries based on relevant interstate agreements, international conventions, and the like;
- the spread of the practice of strategic environmental assessment of local projects and programmes;
- improvement of mechanisms of implementation of strategic environmental assessment and the monitoring of its effectiveness.
As reported today, may 23, the Verkhovna Rada endorsed a bill on quotas of Ukrainian language, binding to increase its share on the Ukrainian TV channels to 75%.
