Regional airports: when of the regional centers of Ukraine will be to fly around the world

In Ukraine each regional center has an airport. They were built in the 40-60-ies of the last century. The government upgraded only five of them at Euro 2012: Lviv, Kharkiv, Kyiv “Boryspil” and “Zhulyany” and the destroyed Donetsk airport. Modify the rest of your life and need major repairs.

Regional airports do not develop because of outdated legislation, mismanagement and lack of money, experts say. According to government estimates, the recovery of the airports need to 8,6 billion UAH. Until 2023, the Cabinet plans to revive and pass the Ministry of infrastructure all the air gate of the country. On the brink of fitness

The transfer of airports to the communal property has led to their destruction, considers the expert on transport of the Office of effective regulation DRDO Sergey Khizhnyak. Local authorities do not know how to manage Yaroslav, explains the analyst. And money for development of airports in regional and city budget.

“For 25 years, it appeared that neither the regional, nor the city authorities control the airports are not capable of. Somewhere no money-management experience. As airports are gradually destroyed. Now airports need huge investments. Most of the strips and terminals to be built”, – says khyzhnyak.

The “Boryspil”, “Zhulyany”, Dnipropetrovsk, Lviv, Zaporizhzhya, Odesa and Kharkiv airports is 98% in the structure of air transport in the country. Other airports are taking one or two regular flights a week, or only charters. Nikolaev and Khmelnitsky and do not function at all.

Lately there are positive changes in 2016 the local administration repaired the building of the Vinnytsia airport. This has increased passenger numbers from 9800 to 29 500. And this year, repaired the airfield in Chernivtsi. From the city of Zaporozhye budget has allocated RS 180 million for the construction of the new terminal. However, to quickly upgrade the airport to the city can not because of the complicated procedures stipulated by the current legislation.

What prevents to develop airports

A large area, transit potential, relatively large population – the impetus for the development of airports. However, one potential aviation market to build, according to the President, Ukraine International airlines, Yuri Miroshnikov. The country has only two airports with no infrastructure constraints – Boryspil and Lviv. Others lag behind in the quality and number of runways, aviation equipment and in passenger service. Thus, the state space of the airport “Borispol” dispose of the state property Fund. He makes contracts with businesses that are located in the airport. Therefore, the “Boryspil” this year begins the transition from state enterprise to public company. This will allow the airport to create investment projects, to conclude the concession contract. Also, SOE will be able to enter into a lease with other businesses to create joint ventures.

“The airport has only one contract – the contract for utilities. Passengers come to us with complaints about the service, and we have no mechanisms to remove something, to add or improve. Aviation revenues of the airport are growing, and non-aviation remain at the same level. And it’s not tied to passenger traffic. Therefore, the “Boryspil” great staff of people to four thousand. Effective management would provide non-aeronautical revenues. We could lower the rate of aviation tax and increase the income of the company due to the service. Now the airport does everything himself and is not able to communicate with the market”, – says the Deputy General Director of the airport Eugene Dykhne.

According to the state program of airport development, the government will return the country Yaroslav state. Now most of them belongs to the city councils or regional authorities. Will be administered by the Ministry of infrastructure. Until 2023, the Cabinet hopes to increase passenger numbers from the current 12.9 million people a year to 24.3 million the State invests in airports UAH 8.6 bn. The Cabinet wants to increase revenue from non-aeronautical revenues air by 40% and Ukraine to attract more low-cost airlines. However, the document did not specify the instruments to achieve these goals. Although the program works, and General Director of the Zaporozhye airport complains that no money was allocated from the state budget, and not isolated.

Airports can work with airlines

In March, the Irish Ryanair is the largest budget airline in Europe – announced in the autumn flights to Lviv and Kiev. The lions went to the conditions of the carrier. At the same time, the airline and “Borispol” has not been able to agree. The airport General Director Pavel Ryabikin said that Ryanair imposes too large requests and asked them to fly from the cargo airport in Gostomel. According to him, the airline wanted to fly in “Borispol” at reduced rates.

“Boryspil airport would be easier to maintain the low-cost carriers, the airport in Gostomel and hub to develop in Boryspil, rather than trying to combine hubs strategy and the strategy of attracting low-cost carriers at one airport,” added Ryabikin.

So, Gostomel airfield has one runway with a length of 3500 meters. It can take the largest aircraft the world An-225 “Mriya”, and is used as a base for aircraft “Antonov”.

“The purpose of airports is to get rid of Ryanair, and not to attract. Repelled by this, all statements and suggestions. Interestingly, the Commission of the Ministry of transport at the meeting on 28 April approved the application of Ukraine International airlines for the rights to fly from Kiev to Stockholm-Skavsta, Manchester and Eindhoven. For these same routes Irish low-cost Ryanair intends to launch flights at the end of October, according to the publication Avianews.

The situation is similar with regional airports. Sergiy khyzhnyak explains: municipal Yaroslav’t know what airlines. The airlines have no idea about the airports in the areas, no information about the aviation market of the country. On some sites of regional airports no English version. In Uzhgorod do not have a website. And the site Kherson airfield English appeared only after the application of Turkish airlines Turkish Airlines.

The airline actually invest in the city and as a volunteer promoting Kherson to Turkey. After us in the city began to fly UIA. But as the Corporation is important to us income.
