The President of Ukraine Petro Poroshenko has signed a decree which enacts the decision of the Council of national security and defense of Ukraine from March 15 to suspend the movement of goods across the line of clashes in the Donetsk and Lugansk regions. About it reports a press-service of the head of state.
“To enact the decision of national security Council and defense of Ukraine of March 15, 2017 “On urgent additional measures for countering hybrid threats to national security of Ukraine”. Control over the implementation of decisions of the Council of national security and defense of Ukraine, enacted by this decree, to entrust the Secretary of the national security and defense of Ukraine”, — stated in the decree.
It is noted that the document adopted in connection with a significant worsening of the security situation in the area of the antiterrorist operation in the Donetsk and Lugansk regions, the forcible seizure of the Ukrainian enterprises located on the territory of certain districts of Donetsk and Lugansk regions, growth of threats to economic and energy security of our country, provoked by the deliberate actions of terrorists, the escalation of aggression by the Russian Federation against Ukraine and to protect the rights and freedoms of citizens, ensuring national security.
In particular, a ban on the transport of goods ORDO will be valid until the implementation of paragraphs 1 and 2 of “set of measures” on February 12, 2015, as well as the return of the seized enterprises to functioning in accordance with the legislation of Ukraine.
In this regard, the Cabinet of Ministers should take urgent measures to stop the movement of goods through the line of collision within the specified areas, except for consignments of a humanitarian nature and are provided by Ukrainian and international humanitarian organizations.
The government also needs to ensure safe and reliable operation of fuel and energy and metallurgical complexes of Ukraine and to take measures to neutralize threats to economic security and to minimize their consequences for the economy and the state budget. In particular, ensure the full implementation of the decisions of the Council of national security and defense of Ukraine concerning the ensuring of energy security of state and urgent measures relatively stable holding of the heating season and to neutralize threats to energy security, enhance protection of critical infrastructure of Ukraine.
The Ministry of internal Affairs, National police, National guard, the State fiscal service with the participation of the security Service of Ukraine is entrusted the enforcement of that decision by ending the movement of goods across the line of clashes within the Donetsk and Luhansk regions by railway and automobile communication. These structures should also create conditions for involving the public in monitoring implementation of activities envisaged by the present decision, to take additional measures to strengthen public security, counter sabotage and terrorist manifestations, attempts to breach public order.
In addition, the leadership of the antiterrorist operation it is recommended to take comprehensive measures to neutralize the possible armed provocations.
The document comes into force from the date of its publication.
