Every fourth Ukrainian is entitled to benefits, and every second family in 2017 and take advantage of “discount” for payment of utility services. Already this year the Cabinet plans to implement the monetization of subsidies, the result subsidiaty get your hands on “real money”. In addition, officials are developing a mechanism for the payment of benefits for travel money. The website “Today” figured out how and when you can earn monetization.
Not all Ukrainians use their benefits
Carriers receive money for travel of beneficiaries from local budgets. So, in a normal bus there are two preferential locations (10% of the total), and the bus – three seats. To benefits have the right to all old-age pensioners, veterans, invalids, veterans, etc. As the head of public programs at the Institute of social and economic research Marianna Onufryk, drivers often refuse to take free of the beneficiaries even in an empty bus. And the Ukrainians have to grovel, asking the driver for permission to go to the transport.
The solution to this situation is to monetize the benefit, that is to give money to travel directly to the beneficiaries, not to pay from the local budget carrier. In this situation, the Ukrainians will have a choice – every day use Shuttle, or, for example, once a week to ride in a taxi.

In addition, as noted by Marianna Onufryk, not all Ukrainians are entitled to free travel. Part of beneficiaries live in rural areas, unable to move due to health or just rarely travels far from home.
“People with disabilities in a wheelchair is entitled to free travel, but it can’t take advantage of this privilege. When people live in rural areas, there is no possibility to use public transport. How can there help monetization? And in the first and second cases, the person may avail for a taxi to fill petrol in his neighbor’s car,” – said the expert during a discussion on “privileges, Benefits, subsidies” in the press center “UKRINFORM”.

As the Executive Director of the consortium “ASTEK” Liliya Borodulina, if the allocated budget money to be divided between all the beneficiaries, the amount will be negligible. Now due to those who does not enjoy the benefits, the rest of the Ukrainians have the opportunity, for example, free travel in public transport.
Monetization of the transport was planning to introduce from January of last year, about this in the media center of the reforms was stated by the head of the Department of motor transport of Infirastructure Svetlana Kovalska. However, either in January 2016 or in January of this year, the benefit is not monetized. According to Kubelskas, in 2015 per beneficiary has allocated 47 per year. At the hands of the Ministry was planning to issue between 250 to 400 UAH.
By the way, fares are far not in all European countries. In the Baltic States the right to individual travel are citizens over the age of 80 years, and in Western Europe reduced fare in public transport does not. In Russia a few years ago I tried to monetize travel benefits, but because of massive protests from the innovations declined. Then the beneficiaries said that the allocated money is too little.
In Ukraine, says the Director of the Department of state of social assistance Ministry of social policy Vitaly muzichenko, has passed a law that allows the government to monetize some of the benefits. Now the question is for the technical implementation of the solution.
“Today is already the law of Ukraine No. 1774 dated December 6, 2016, which allows the Cabinet of Ministers for certain types of benefits to certain categories to provide in terms of money. That is, now comes the issue in the context of the technical implementation in order to determine the appropriate order of monetization, the size and category that will monetize,” said the official.
How will monetization
There are two main monetization plan, explained in the Ministry of Finance. First – the entire amount allocated to the benefit to issue. The second option is to charge money on a special card, the funds in this case can be used for a specific purpose, e.g. payment of utility services.
“Finally, the realization that monetization is necessary, there”, – said the representative of the Ministry of Finance, the head of the office of reforms Yana Bugrimova. The Cabinet is sure: if the money for grants to give to Ukrainians “on hand”, will have an incentive to save – less spent on bills, the more money is left.

According Gosstata, at the moment the average amount of subsidy – UAH 1521, and the amount in the payment – 1808 hryvnia. That is subsidiary pay for communal on average 287 hryvnias, the rest is compensated by the state. If instead of 1,808 USD to spend on utilities 1000 UAH (to reduce power consumption, to install a heat meter, etc.), 521 the hryvnia can get your hands on. But only after you earn the monetization.
A few days ago in the television broadcast, the Minister sotspolitiki Andrey Reva said, on behalf of the Prime Minister Vladimir Groysman, the Agency calculates the option of monetizing the savings on subsidy funds. This decision involves the officer may make at the end of this heating season.
“I think it (the decision about the monetization – ed.) will contribute to energy saving of our country. If this decision is made, it must be taken on the results of the heating season 2016 – 2017,” the Minister said.

In the middle of 2016 in Minipalette stated that they are not ready for the monetization of subsidies: for this you need to open nine million accounts (each family with a subsidy) and to accelerate the accrual of funds.
