In Ukraine for the past year, the Ministry of Finance conducted a large-scale verification of recipients of social benefits – checked about 26 million people. Due to verification planned to save five billion hryvnias, however, as they say in the Ministry of social policy, the expected result of the test is not given. This year the Ministry of social policy and the Ministry of Finance has developed the special laws that will allow for verification of “on-new”. This will create a structure headed by regional leaders, which will appoint the state Secretary of the Ministry of social policy.

The social inspectors will be available from 2018 (the document must support parliamentarians) and will cost the budget about UAH 50 million. The idea of social inspectors is not new, even last year, at that time Minister of social policy Pavlo Rozenko, registered in Parliament a draft law which envisaged the creation of a social inspection. However, the document in April 2016 has withdrawn.

Most violators among the recipients of the subsidy on them, experts believe, the government will focus in the near future. This year “discount on a communal flat” will get nine of the 15 million Ukrainian families. Now there are only two reasons why the Ukrainians could be left without grants: purchase in the amount of 50 thousand hryvnias and the additional income that is not indicated in the Declaration. The Finance Ministry registers checks who bought land, property and cars for the sum from 50 thousand and compares this information with the list of subsidianes.
If the purchase was made last year, the subsidy can take, if the subsidies will be denied next season.

The idea of verification is simple: at the time of independence the country has not created a single registry of beneficiaries and pensioners in settlements are still paper documents, the Ukrainians actively abusing public assistance, conceal their real incomes, pensions at a fake passports, etc. In the Ministry of Finance established a special Department which needs to compare information from different sources and to identify the offenders.

Just a “blacklist” of the Ministry of Finance got 185 thousand grantees, now the information is verified by the social security authorities.
The Pension Fund sent a 503 thousands of records that raised doubts at the Ministry of Finance. At the moment, as reported in the press service of PF, dealt 271 thousand recommendations. Some pensioners left without payment.
In Ukraine there are several fraudulent schemes to obtain pensions. During verification found that pension on the fake passport was made out by the parties in one day. Economist Oleksandr Zholud sure verification “brake” mid-level officials, which, according to experts, often help illegal benefits. “There are enough interest groups who are not interested in verification. For example, if the officer at the secondary level helped to get these or other benefits to which the person had no right, now after verification, questions may arise. Who and what made this a benefit,” says the expert.
