The Ukrainians were worse to pay for “communal”, estimated by the state statistics service. If in 2015, for the use of water, gas and electricity paid for 95% of the amounts billed in the invoices, in 2016 — a total of 83%. Even for electricity, where a year ago the whole country was overpayment at 13%, now have a shortfall of 0.7%, paid only by 99.3%. “Today,” found in a country where the most responsible users and what services pay the worst.
WHAT HE MUST. According to the calculations of the state Statistics, in 2016, the Ukrainians put out of their pockets to pay for gas, electricity, heat, water, etc. 60 billion from UAH 72.5 billion UAH, exhibited for payment. According to the types of services the situation is different: in addition to electricity, better pay for the use of cold water (in urban areas), cleaning of territory and garbage removal. For example, in Sumy region debts for the communal services on average account for 60% of invoices in the Ivano-Frankivsk region debt 54%, but in the region of the underpayment is not at all, not only in General, but for certain types of services. Note also that bad pay for the communal services in Kiev, where wages are the highest in the country (average for the year 2016 about 9,000 UAH “dirty”). And only paid 85% of billed amounts, including hot water and heat only 81%. A year ago the people of Kiev not only paid on time but also repay the old debts — payment level for 2015 was 104%.
EXPERTS. As predicted earlier, the experts of “Today”, with the beginning of topstone to pay for utility services have become worse. Economist Victor Lissitzky said that no debts of those who issued subsidies, but it is mostly people living in small apartments, where spending on social norms (for example, the 1.6 cubic meters of hot water and a 2.4 cu. m cold) covered in full. The accumulated debts will be repaid gradually during the summer, when topsize. Then the level of payment of “communal” again increase, predicts Lissitzky. And why in some regions are chronically pay more, others less, the President Ukranalittsentra Alexander Ohrimenko explains the level of performance of local authorities: “If officials actively help people to issue grants, in such regions less debt. In addition, in 2015, people still had a “nest egg” money and prices were less.”
How much to pay houses and apartments
We have calculated how much in percentage is the cost of different services for a private house (heated by gas) and for high-rise buildings.
In a country of 14 million households, the average price of bills on one farm is equal to about 600 UAH per month. According to state Statistics, gas for a year, the population used by 37.3 billion, electricity at 20 billion UAH, heat — 19.6 billion UAH, cold water and 7 billion UAH. For the houses of the invoice by 7.4 billion UAH, and a waste removal cost of 1 billion According to “Naftogaz”, the people burn in gas stoves 1.2 billion cubic meters per year, the remaining gas is used for heating in the private sector. We find that at the houses of the payment system for communal services in the winter is 80% of the payment for gas, 19% for electricity and about 1% for garbage. The apartment is: 60% for heating and 20% for hot water, 5% over current 3% over the local area and 2% for garbage collection. Summary: summer rural payment system 5 times “easier” winter, summer, urban — 2.5 times “better”.
