Parliament may hold a “day of energy efficiency” – Zubko

The Verkhovna Rada of Ukraine can allocate a day’s work for the consideration of the several laws required for the operation of energy efficiency Fund. This was announced by Vice Prime Minister – Minister of regional development, construction and housing and communal services Gennady Zubko.

“We discussed with the deputies and profile committees of housing and communal services, construction and fuel and energy – the ability to devote energy efficiency single day of the Council, and to consider these bills package to allow the Fund to earn”, – said the Minister.

He also said that in addition to the law On “energy efficiency Fund”, we are talking about the law “On commercial accounting”, “On public services” and “About energy efficiency of buildings”.

“We plan to launch the Fund in April, as the plans for 2016 for the drafting of legislation, their harmonization and discussion we met. Expert community and deputies support them,” said the Minister.

Filling the energy efficiency Fund

According to him, 25 million euros from Germany and 100 million euros from the European Union, which provided for the allocation of the Fund will be used for compensation of part of expenses of Ukrainians in the framework of the projects of the Foundation.

“It is, in fact, not funding the Fund, and the funding of projects that will implement the Ukrainians. The only condition the EU – the launch of the Fund, only then they will be ready to fill it”, – stressed Gennady Zubko.

He also added that the amount of compensation will depend on changes to the energy efficiency class of buildings during the implementation of technical projects proposed by the Fund.

The higher will rise the efficiency, the greater the size of the assistance provided. The maximum amount of compensation will be 50% of the total cost of the project and will be provided if the building reaches the energy class.

Reduction of gas consumption

As noted by the head of the regional development Ministry, the Ukrainian government has set a goal to reduce annual gas consumption from 18 to 11 billion cubic meters within ten years. The amount of required investments for implementation of such tasks is estimated at EUR22 billion.

“Everything will depend on how the effect of the implementation of energy efficiency measures will affect the foreign exchange-the balance of payments and the multiplier effect of economic development. Because these funds are invested not only in reducing consumption but also in the materials, work, engineering networks. If within ten years we will move for energy efficiency program, we can halve gas consumption in the residential sector”, – said Zubko.
