One of the reasons that the North Korean nuclear issue actually caused the most acute controversy in the international arena is a different look to it countries that are directly involved in the conflict: North Korea, South Korea, America and China.
The special correspondent of American news Agency Associated Press found out the positions of each party on the issue, following their reaction on the successful launch of an Intercontinental ballistic missile “And 14” by North Korea on 4 July 2017.
South Korea
The desire of South Korea is very clear: the unification of the Korean Peninsula under the auspices of South Korea. The problem is that North Korea, aiming for the same result, assigns a dominant role in the process. This was the reason for the hostility and bloodshed for the past 70 years.
In the short term aspirations of the South Korea depend entirely on someone to ask. The group of elderly men in uniform, burning an effigy of North Korean dictator on the streets of Seoul, has a different purpose than a supporter of the DPRK, attacked with a knife on the American Ambassador in the ROK in 2015.
The liberal government moon Jae-In, which came to power after the completion of the ten-year era of conservatism, hoping to suspend the North Korean nuclear and missile tests and the possibility of establishing contacts. However, at the moment it can be more difficult.
South Koreans feel the tensions over North Korean provocations, but they seem to be less worried compared to residents of other countries. Most of all they care about economic development.
USA
In addition to allied relations with the Republic of Korea, the main US interest in the region is turning the Korean Peninsula into a nuclear-free zone, which means the elimination of North Korean nuclear weapons in the near future.
The Bush administration began a program of liberation of the Korean Peninsula of nuclear weapons, declaring in September 1991 on the withdrawal of all its tactical nuclear weapons from the territory of South Korea. However, North Korea not only refuses to give up its nuclear program, but continues to strengthen and develop it.
Therefore, in the interests of the United States as soon as possible to stop the development of the North Korean nuclear program and South Korea and Japan is particularly acute a question of their own security.
Therefore, the United States refused to comply with the requirements of Russia and China on the suspension of joint us-Korean military exercises and the withdrawal of American troops from the ROK. The United States insists that the North Korean nuclear issue is the most acute, and compared to him, the negotiations on the conclusion of the armistice between the Koreas is not so important.
China
Although China, being a close ally of North Korea, is a lot of pressure, he focuses on the solution to the North Korean problem in the long term.
China seeks to return to the format of the six-party talks organized by the international community ten years ago, with the aim of resolving the North Korean nuclear issue. However, in this situation it is impossible to talk about the return of the involved parties to the negotiating table.
On this basis, China offers an alternative plan for solving the problem, consisting in the suspension of joint military exercises the US and South Korea provoking North Korea, and also in the discussion at the table of negotiations and nuclear issues, and problems of the armistice.
The close relationship of China with North Korea could adversely affect its international positions, especially in light of the rivalry with Japan. However, the collapse of North Korea, the Chinese government is afraid of much more.
