The draft state budget of Ukraine to 2018 is based on considerable growth in the funding of state institutions – the Cabinet of Ministers, the President and the Verkhovna Rada. Such data published on the website of the Parliament in the explanatory note to the main financial document of the country in 2018.
According to the data set out in the explanatory Memorandum, to the office of Rada is provided by 69%, or 682 million UAH more than in 2017.
39%, or 679 million UAH compared to 2017 will increase financing of the State administration, and to ensure the work of the President in 2018, provided by 44%, or 296 million UAH more than this year.
The Secretariat of the Cabinet of Ministers, according to the explanatory notes, will receive funding for 244%, or 1,067 billion UAH more than in 2017.

The Verkhovna Rada
The draft state budget of Ukraine for the year 2018, the costs for staff of the Verkhovna Rada of Ukraine is provided in the amount 1,669 billion UAH, in particular:
- according to the budgetary program “Implementation of legislative activity of the Verkhovna Rada of Ukraine” expenditures of the General Fund of the state budget provided in the amount of 897 million;
- under the budget program “Service and organizational, is information-analytical, is material-technical ensuring activity of the Verkhovna Rada of Ukraine” provides for expenditures of UAH 711 million.
The budget for 2017 in the Verkhovna Rada was provided 987 million UAH (compared to 2016 the growth of expenditure under this heading totalled about 5%). Thus, the cost of the Verkhovna Rada in 2018, the Cabinet proposed to increase by 69%, or 682 million.

President
The draft state budget of Ukraine for the year 2018 costs for Public administration provided in the amount of 2,395 billion UAH, including:
- under the budget program “Service and organizational, is information-analytical, is material-technical ensuring activity of the President of Ukraine and administration of President of Ukraine” provides for expenditure in the amount of 965 million UAH.
Thus, the financing of the State administration in 2018 will increase by +39%, or 679 million in last year costs this article was planned in the amount of 1,716 billion (in 2016 1,368 billion).
According to the explanatory note to the budget in 2018, the work of the President’s plan to allocate 44%, or 296 million UAH more, than in 2017 – then the budget for this article was laid 668,7 million.

The Cabinet of Ministers
The draft state budget of Ukraine for the year 2018 costs for economic-financial Department of Secretariat of Cabinet of Ministers of Ukraine provided in the amount of 1,503 billion UAH, including:
- under the budget program “Service and organizational, analytical and logistical support activities of the Cabinet of Ministers of Ukraine” provides for expenditure in the amount of 550 million UAH.
The Secretariat of the Cabinet of Ministers and in 2017 significantly increased its budget the increase in this article compared to 2016 amounted to 35% to 436 million.
The budget in 2018, thus, implies increased expenditure on the Secretariat of the Cabinet of Ministers to +244%, or 1,067 billion.

Recall, the Prime Minister of Ukraine Vladimir Groisman said that the draft state budget of Ukraine for the year 2018 provides for the growth of the gross domestic product (GDP) by 3%.
The document also provides for the deceleration of inflation to 7% from 11% expected by year-end 2017, and reducing the budget deficit to 2.4% of GDP from 2.7% of GDP by the end of this year.
Revenues to the consolidated budget are expected to reach 1 trillion 118,8 billion, which is 14.9% more than expected at the end of 2017.
