Electoral reform in Ukraine has stalled, Deputy head of the AP

Electoral reform is stuck, the key to the further promotion of MPs, said the Secretary of the National Council of reforms under the President of Ukraine, Deputy Head of the presidential Administration of Ukraine Dmytro shymkiv at the 14th meeting of the Yalta European strategy (YES) organized by the Victor Pinchuk Foundation.

“In 2014, we prepared 18 reforms, one of them is the reform of the election. It was one of the 10 priority reforms in the framework of EU Association. I then worked in the reform Council gave me a” cold shower “all members of Parliament:” are You going to do that through the Administration of the President? Shymkiv said that now the responsibility for the implementation of electoral reform lies, first, in the Parliament.

“It is difficult to remind about it – they have chosen, they have a certain level of person. But I think this is a task that needs to be solved in the Parliament”, – he concluded.

In turn, people’s Deputy of Ukraine Mustafa Nayem pointed to the fact that the current political system excludes the access of young and progressive people in Parliament that limits its effectiveness.

“If you look at the thousands of young, energetic and active of the reformers, they have now the chance to come to politics. The biggest hurdle for them is not a unity and courage, they have these qualities present. They have no resources, resources are concentrated in 5-7 pairs of hands. The people who govern our country do not want to share these resources – neither money, nor the media nor the government “, – he stressed.

MP Pavlo rizanenko expressed the view that a simple change in the electoral system will not give the desired results.

“There is a myth that if you change the electoral system – will be a very good policy, which will be held in Parliament on the new legislation. But I think it’s just a myth … I would compare with football: it is possible to slightly change the rules of the game, but who plays soccer – the professionals, the same thing in politics. It all depends on who the owners of football clubs who give them money? in 10-15 years – these are the same people! “–he said.

Pavlo rizanenko added that “sponsors” of political groups may Finance different parties, but continue to pursue their own interests. “Exit to need to change the system of financing political activity,” he concluded.
