The Russian Federation refused to comply with the requirement of the Committee of Ministers of the Council of Europe to lift the ban of the Mejlis (banned in Russia organization — approx. ed.) in the Crimea. As told in the Russian foreign Ministry believes the decision “politically and legally null and void”. Although it echoes the decision of the International court of justice of 19 April, according to which Russia in the occupied Crimea must refrain from imposing restrictions on the rights of the Crimean Tatar population on public institutions, particularly the Parliament.
Russia opposes and does not want to resume the work of the Mejlis in the Crimea, because this is one of the fundamental questions. The Russian leadership simply does not see the Crimean Tatar people as such, therefore, does not see his authorities. Furthermore, the existence of the Majlis is not approved in the Kremlin, and therefore it should not be by definition. But the occupying power creates a fake Crimean Tatar organizations, picking up the traitors the Crimean Tatar people and putting them at the head of the so-called public organizations. And then, together with them, to explain to the world that in the Crimea all is well.
For civilized countries, such behavior (failure to comply with the decisions of the International court of justice and of the Committee of Ministers of the Council of Europe — approx. ed.) is simply impossible. A state may not in its decision to challenge the opinion of the international community — that in a civilized world you cannot even imagine. But it is quite possible, when talking about Russia’s attitude to international law and to what is happening in the world because of the policies of Moscow.
However, there is no sensation. After all, long before our times, the German Chancellor Bismarck wrote the famous phrase that any agreement signed with Russia are not worth the paper on which they are written. Unfortunately, this is a historical wisdom, for his words have been repeatedly demonstrated in our time as well. Remember the Budapest Memorandum or Agreement between Ukraine and Russia on the inviolability of borders.
But the main problem is this insolent behavior, do not want to assess our Western partners. Russia’s refusal to implement the decisions of international institutions — is actually a continuation of the collapse of the system of international relations, where today is based the world. If the country in such a way refusing to honour their own commitments, which means that no commitment is actually more not: want do, I want to — refuse.
Reaction to this behavior can be only one serious punitive sanctions against the violator of international law. This is the only way to bring Russia to life. Other ways, unfortunately, no.
History knows cases when Russia punished, and punished harshly. For example, expelled from the League of Nations for its aggression. But, unfortunately, nothing like that happens today, although it could be easy to put the issue of sanctions in the Council of Europe in the context of this decision of the Russian Federation. Our diplomacy could, having examined the relevant legal base to put this issue at the next meeting of the Committee of Ministers of the Council of Europe.
Why the West is not in a hurry with a response to defiance of Russia? The answer to this question is very simple: because the West fear Russia. First, clear the inadequacy of the current Russian leadership. Secondly, in the West naively continue to believe that Russia can be persuaded to come back to common sense. And, thirdly, there is a lobby, which created and bribed Russia over the last decade. It works to economic corruption, which is disguised as mutually beneficial projects, flourished further. This combination is holding back the West from the obvious and objective things.
