The Cabinet of Ministers introduced emergency measures in the energy sector: what it means and what to expect Ukrainians

The Cabinet of Ministers today adopted a decree on the adoption of temporary emergency measures on the electricity market. The solution is based on the Law about grounds for functioning of the electricity market, in particular article 29, the Minister of energy and coal industry of Ukraine Igor Nasalik.

It provides for the

To minimize costs anthracite coal to heat generation of the state, while ensuring complete stability of the United energy system of the country.

One of them is the determination of the acceptable level of reduction of reserves of power generating capacity. Ukraine has held 1,000 MW of thermal generation, in the event the spot of any unit of the nuclear power plants immediately to replace them. Today in Ukraine, the surplus of nuclear energy. As explained Nasalik, just today entered the South-Ukrainian unit.

“We have an opportunity today – and this measure makes it possible to reduce a reserve of at least 500 MW,” the Minister said.

The second point is the establishment of requirements regarding the composition of the equipment of thermal power plants of energy generating companies in the context of the units. We are talking about the minimum structure in which it is possible to ensure reliable operation of thermal generation and heat supply of the population.

“Provided that in case of urgent problems, and imbalances between production and consumption of electric power still we will use blackouts in order to balance the production and consumption of electricity,” said Nasalik.

According to him, important is the point about the scheduling of the load of the power system of Ukraine taking into account requirements of state enterprise “national energy company “Ukrenergo”.

“We are moving in manual control. We are moving away from big prices. Go to manual control it to the generation of heat, which will give us the ability to download thermal power plant-generation, working on gas coal, and to minimize the use of anthracite. In addition, the third paragraph provides that NK “Energoatom” will follow the load curves energy system of Ukraine and will include not in a day and in a week’s maneuvering nuclear blocks. It will also give the opportunity to reduce the loss of thermal generation,” – said the head of Mineralogy.

All these measures will allow to reduce the consumption of anthracite on average in winter by about 300-350 thousand tons per month. This will give the possibility to increase the period when the United energy system of Ukraine will work in a regular mode.

“As for the hourly chart, compiled a list of companies that do not carry special importance. Disabling features related to ecology, medicine, pre-schools, schools not provided. They will work in a regular mode”, – said Nasalik.

Prime Minister Vladimir Groisman, in turn, said that these measures are introduced in order to prevent or minimize any outages.
“We will manage the system in such a way as to minimize any negative consequences for Ukrainian citizens. Disconnection will only occur in extreme cases – and then we are going to inform. Now this is not an issue. Now we will dogrusan what you can fetch. That’s not good, because the max long run is impossible. But we will take all necessary measures. I will deal with this issue 24 hours a day,” he said.

“I hope that common sense will suffice all those who are involved in the blockage to restore normal electricity supply in Ukraine”, – said Groisman.

Recall that the blockade continues for more than two weeks. Upon blocking of railway lines in the Luhansk oblast Prosecutor’s office opened criminal proceedings, and members of Parliament need to immediately convene the national security Council.

In turn the Prime Minister-the Minister Vladimir Groysman declared that will not allow the embargo to organize the fight against the Ukrainian people. The Prime Minister reminded that two weeks ago people risked their lives to restore the operation of enterprises in the town.
