Ukraine introduces duties on the import of fertilizers from Russia

The interdepartmental Commission on international trade (mkmt) has approved the decision on introduction of antidumping import duties on Russian fertilizers. This was reported by the press service of the Ministry of economic development (MEDT).

The Agency came to the conclusion that when you import certain types of nitrogen fertilizers from Russia, there are facts of dumping.

“The findings of the investigation indicate that the import of Russian fertilizers in Ukraine is carried out at dumping prices causes injury to domestic producers of chemical fertilizers also threatens the food security of Ukraine”, – noted in the Ministry.

While Russia is a major supplier of fertilizers in Ukraine, imports from the country account for 80-90% of the total import volume.

Given the fact that the main consumers of Russian fertilizer are the farmers, the Ministry sees the need to diversify the supply of fertilizers in Ukraine, in particular by expanding their geography on countries such as China, the Middle East, USA and others.

“In the near future, the government will submit for consideration deputies the bill on measures to diversify the supply of fertilizers by reducing import duty rates on the most popular types of fertilizers (nitrate Amon, urea, UAN)”, – reported in the Ministry.

Prior to the approval by the Verkhovna Rada of this bill, the introduction of fees may be temporarily deferred, said the Ministry.

Mkmt previously extended the anti-dumping investigation concerning imports into Ukraine of certain nitrogen fertilizers from Russia to a maximum of 18 months.

At the beginning of December it became known that the Ministry of economic development proposes to set fees in the amount of 18.8 to 31.8%, in particular, for the group “EuroChem” – 18,78%, and for other manufacturers from the Russian Federation – of 31.84%. In addition, for JSC “KuibyshevAzot” was asked to make an exception by setting the import duty at zero.

Initiated investigation against imports of urea and mixtures of urea with ammonium nitrate in aqueous or ammoniacal solution (UAN) from Russia was the company of Ostchem Group DF of Dmitry Firtash, whose plants are the largest nitrogen enterprises in the country.

As you know, the crisis in the chemical industry leads to a crisis in a number of other related industries, especially in the agricultural sector (a rise in the cost of mineral fertilizers).
