The concept of the bill on the reintegration of occupied territories of Donbass is currently being discussed, the text of the document is not yet ready, said the Chairman of the Verkhovna Rada Andrew Parubiy.
“The text yet. Now we are discussing the concept, and this is the right approach to the initial stage was to define the main positions which will be broadly agreed upon”, – Parubiy told reporters Monday evening, adding that this concept was presented by the Secretary of the national security Council and defense of Ukraine Oleksandr Turchynov.
Among the discussion items, according to the speaker of the Parliament, change of status, the recognition of the occupied territories formally occupied territories and “most importantly, the definition of the legal prerequisites to the conduct of hostilities and military operations that the law gave such right to legislate for the commander in chief for the national security Council”.
As reported, on June 14 the President of Ukraine Petro Poroshenko said that on his behalf is the development of the draft law on the reintegration of Donbass, which will include a number of measures for the return of the occupied territories of Ukraine. According to him, the preparation of a bill involves experts and MPs. The bill is based on the conditions stipulated in the Minsk agreements.
Earlier, on 13 June, the NSDC Secretary Oleksandr Turchynov said that Ukraine needs to complete anti-terrorist operation and to move to a new format to protect the country from the hybrid war with Russia that “will only strengthen the Foundation of the Minsk agreements, since their implementation is impossible without solving issues of security and without the liberation of the occupied Ukrainian territory.”
The Deputy head of the faction “popular front” Andrew Teteruk explained that this bill provides for the extension of the possibility of using the Armed forces of Ukraine in the Donbas: “it Will be built is the operative headquarters of anti-terrorist operation the operational headquarters, which will include all of our military units that we can use and will be integrated civil-military administration”.
15 June, the press service of the NSDC reported that experts on issues of foreign policy, security and defence, supported the concept of the bill “On peculiarities of state policy on restoration of state sovereignty of Ukraine on the temporarily occupied territory of Donetsk and Lugansk regions”.
June 19, first Deputy speaker of the Parliament Irina Gerashchenko said that the work on the draft law “On peculiarities of state policy on restoration of state sovereignty of Ukraine on the temporarily occupied territory of Donetsk and Lugansk regions of Ukraine” will be completed soon and it will be presented at the meeting of the NSDC.
