To achieve implementation of the Minsk agreement is impossible without direct dialogue of Kyiv with Donetsk and Lugansk. This was stated by Russian foreign Minister Sergey Lavrov at the “government hour” in the state Duma of the Russian Federation.
However, he noted that while Kiev refuses “Russian scenario” of peaceful settlement in the Donbass.
“Until we see signs of negotiability of the Ukrainian leadership. The latest example – the other day, President Poroshenko stated that a single step to implement the political aspects of the Minsk agreement, Kiev will not do until you have secured all his demands in the security sphere,” said the Minister.
Previously Poroshenko said that to address security issues in the Donbass amendments to the Constitution in terms of decentralization and any other political issues of the conflict settlement will be on the agenda.
“In the difficult dialogue convincing our Western allies that any steps to find a political settlement should precede the obvious and undeniable progress in security matters: sustainable ceasefire, withdrawal of Russian occupation troops and vehicles, the disarming of the militias, control over the uncontrolled section of the Ukrainian-Russian border, – first, by the OSCE, and then directly to our glorious border guards,” – said Poroshenko.
“To solve these problems on the agenda are not and will not stand for political issues, including concerns and changes in the Constitution,” the President added.
As you know, one of the first points in the Minsk agreement is a sustainable ceasefire, but Kiev has repeatedly pointed out, controlled by Russian militants carried out attacks and provoke the Ukrainian military. At the same time, Moscow insists that Kiev as soon as possible to amended the Constitution and gave the occupied part of Donbas “special status” and would agree to conduct these territories elections and recognize their results. Prior to that, the Kremlin refuses to provide access to uncontrolled parts of the border not only for the Ukrainian border, but also for observers of the OSCE.
