The head of the National Agency for corruption prevention (NACP) Natalia Korchak in an open letter to law enforcement and government authorities, as well as the public declared that sees in actions of officials of State service of special communication and information protection (Gosspetssvyazi) and the state enterprise “Ukrainian special systems” (OSS) evidence of official crimes, which requires a legal response.
“The failure of the state enterprise “Ukrainian special systems” agreement with the National Agency for prevention of corruption in administration and software and hardware maintenance of the software of Unified state register of declarations of persons authorized to perform state functions or local self-government, dated March 1, 2017 No. 13/17 created a real threat of failure of the campaign for the electronic Declaration of incomes of persons authorized to perform state functions or local self-government in 2017″, – said in the appeal N.Korczak to the NAB, the Prosecutor General, the National police, the national security Council, government agencies and the public, published on the website of NACP.
In her opinion, such actions jeopardize Ukraine’s European integration, creates a negative international image of the state, undermine the confidence of foreign partners and investors in commitment to reforms and the fight against corruption.
NACP provides round the clock monitoring of contractual terms, the results of which established that on March 14, 2017 in the work of its registry fixed the faults, which are as of March 23 is of a permanent nature, said the head of the Agency.
She recalled that the NACP has repeatedly appealed to the registry administrator – SE “USS” with letters demanding the immediate elimination of the malfunction of the registry. Work stoppages continued until March 29, and the measures for their elimination are not taken on time, replies to letters of Agency were provided.
In addition, at an extraordinary meeting on March 29, NACP invited representatives of state service of special communication and SE “USS” and did not provide guarantees smooth running of the registry contrary to the signed agreement, says N. Korchak.
“Given the above, as head of the National Agency, see in the actions of officials of State service for special communication and information protection, as well as SE “USS” evidence of official crimes, which discrediting the idea of preventing corruption, electronic Declaration of income and require appropriate legal response”, – concluded the head of the NACP.
As reported, Prime Minister of Ukraine Volodymyr Groysman on March 29, advised all members of the NACP to write a letter of resignation due to problems in the registry of electronic declarations. He urged to take all necessary measures to ensure the technical side of e-Declaration.
In response, the head of the Agency Korczak said that those responsible for the operation of the registry is the system administrator – USS.
Register declarations from 29 to 31 March will operate under peak load, taking about 100 thousand e-returns in the day, said, in his turn, the head of the State service of special communication and information protection (state special connection service), Leonid Yevdochenko.
Operation of the Unified state register of declarations was subsequently resumed.
