In Ukraine before the end of this year to develop a unified database of all recipients of social benefits. The corresponding decision was taken at a government meeting on July 19. The registry will include the names of millions of Ukrainians. As suggested in the Cabinet, it will simplify the verification procedure of the “beneficiaries”. The registry will launch in January 2018
“We are talking about the creation of a unified register of recipients of subsidies that will be available to the Ministry of social policy” – said Prime Minister Vladimir Groisman, yesterday at the government meeting. The Prime Minister noted that the registry will improve the verification process of subsidianes. Recall that the verification conducted by the Ministry of Finance, the Ministry created a special Department. Their task is to compare information from different public services and to find possible violations. For example, if the registry has information that the family that enjoys the subsidy, bought a house, apartment or land for the sum more than 50 thousand hryvnia, then for the next season discount such a family is not extended. If it turns out that purchase was made last season, but the grantee did not report it, according to the new rules with such families can recover the amount illegally used the discount.
At the end of last year the parliamentary Committee on social policy recommended that the Ministry considering the creation of such a registry. As stated in the report of the Committee, the lack of registry does not allow to provide subsidies for the actual place of residence, not the residence.

“Now the problem remains the issue of providing subsidies to place of actual residence of the citizen, and not at the place of registration. However, the Ministry of social policy of Ukraine to the appeal of the Verkhovna Rada of Ukraine on human rights was informed about the impossibility of revising the procedure of appointment of housing subsidies on the actual place of residence because of the lack of a unified database of recipients of subsidies, since under such circumstances it becomes impossible to control targeted use of the relevant budgetary funds”, – stated in the recommendations of the Committee.
“Now the problem remains the issue of providing subsidies to place of actual residence of the citizen, and not at the place of registration. However, the Ministry of social policy of Ukraine to the appeal of the Verkhovna Rada of Ukraine on human rights was informed about the impossibility of revising the procedure of appointment of housing subsidies on the actual place of residence because of the lack of a unified database of recipients of subsidies”, – stated in the recommendations of the Committee.

Why the verification did not meet expectations
Last year it was planned that verification will save five billion hryvnia. The Finance Ministry has tested tens of millions of retirees and subsidianes, however, the expected result was not achieved. For example, among 12 million people confirmed violations found by only 59 people.
“The exchange of data is hindered by the absence of a specific single identifierthat would be used in all registers. In addition, often information by certain registries do not unite in electronic form at the Central level, and instead there are separate regional registers. In particular, according to the chief of the office of verification and monitoring of payments of the Ministry of Finance Andrey Ryazantsev in December 2016 not even have a centralized database of passports. Therefore, the exchange of information has become a major challenge for the initiators of verification”, – concluded the experts of the Office for financial and economic analyses in the Verkhovna Rada.
This year, as explained by the website “Today” in the Ministry of Finance, the verification continues. The process validation plan to change not only because of a single registry of subsidianes, but with the help of social inspectors. The government has developed the bill according to which “audit” will have the right to inspect the financial situation of the Ukrainians. For example, to explore conditions of life. By the way, most experts agree that the process of verification of subsidianes need to be tightened.
