The Prosecutor General of Ukraine Yuriy Lutsenko has made a submission to the Verkhovna Rada on granting consent to criminal prosecution, detention and arrest of people’s Deputy Mykhailo Dobkin.
As reported, the Prosecutor General, the actions of the Deputy seen signs of deliberate arrangement by group of persons for abuse of office and promoting fraud to seize 78 hectares of land in Kharkiv regulatory cost of more than 220 million UAH.
Recall that in the Day of Constitution of Ukraine the President of Ukraine Petro Poroshenko urged MPs to refuse immunity.
As reported, the Main investigation Department of General Prosecutor’s office of Ukraine makes pre-judicial investigation in criminal proceedings on the facts of Commission by officials of the Kharkiv city Council criminal offences under part 4 St. 190 (fraud), part 5 article 191 (assignment, waste of property or taking to them by abuse of official position), part 1 of Art. 255 (creating criminal organization), part 2 St. 364 (abuse of power or official position) the Criminal code of Ukraine.
According to the press service of the Prosecutor General, it was found that officials of the Kharkiv city Council contrary to the requirements of applicable law, by creating for 2008-2014 years, more than 90 service cooperatives, the founders and the participants of which were persons from their close environment, contributed in the production of their legal documents and misappropriated belonging to the territorial community of Kharkiv land plots with a total area of 650 hectares worth more than 4.05 billion UAH, in their own interests and the interests of others.
During a pretrial investigation it is established that to commit these criminal offences along with other persons involved, at that time Deputy mayor of Kharkiv Tatiana Ovinnikova.
23 Mar 2017 she is reported about suspicion in Commission as part of an organized group of criminal offenses under part 5 article 27, part 4 of article 190, and part 2 of article 364 of the Criminal code of Ukraine, that is aiding and abetting in misappropriation by fraud with the land plots on the territory of Kharkiv in the interests of third parties.
June 1, 2017, the Kyiv court of appeals granted the appeal of the Prosecutor and Ovinnikova removed from office. The next day it became known that she was dismissed from the post of Deputy and was appointed Advisor to the mayor.
On 2 June the Prosecutor General’s office handed over a suspect in the case of land allocation by the so-called cooperative scheme to the head of Department of town planning and architecture of Kharkiv city Council, who was also a Deputy Director of the Department of urban planning, architecture and land relations of Kharkiv city Council, Sergei Chechelnitsky and his Deputy.
15 September 2016 in Kharkov investigators with the power support of the SBU conducted a number of searches in the case of allocating 600 hectares of land on the so-called cooperative scheme. In particular, the search took place in the hotel “national”, where does the mayor of Kharkiv Gennady Kernes. In addition, searches were held in several departments of the city Council.
26 Dec 2016 Kernes told reporters that he believes the case is politically biased.
