Civil service employment in Ukraine will adapt to the business

Ukrainian companies will dictate to the labor exchange, what specialists they need. Recently, civil service employment, Union of employers and the employers ‘ Federation signed a Memorandum on closer cooperation in training personnel. In the structure of civil service employment areas are special units, which will collect information about the real needs of local labour markets and to look for the right people, writes UBR.

“For example, the Central offices of large retail chains are usually in the capital. And how to develop the network in the regions knows only the top management. Working with business, we are trying to predict the demand at least in the short term, not only in retail or the services sector, and manufacturing sector, including the agricultural holdings”, — said acting Chairman of the State employment service (PES) Valery Yaroshenko.

According to him, the service is already cooperates with major state — owned enterprises “Ukrzaliznytsya”, “Ukroboronprom”, “Ukroboronservice”. In turn — trade, services and manufacturing.

“Enterprises have to shift to new markets and, accordingly, to change requirements for personnel. We see a strong imbalance in the labour market: a technical profession lose its attractiveness in the eyes of the youth”, — said a member of the Presidium of the Council FROU Sergey bilen’kii.

Universities do not listen to the real requirements of the labour market and the relationship between theory and practice is lost. As at 28 March 2017, the number of vacancies in the database of the State employment service (PES) was 199 thousand. That’s 60% more than in the same period last year.

“If last year the service worked with 165 thousands of employers that have provided us with 919 thousand vacancies until the end of the year we plan to significantly increase these figures,” — said the official.

SPSS opened throughout Ukraine 11 vocational training centres. The most powerful of them are located in Kharkiv, Rivne and Odessa. In addition to teaching classes and workshops with modern equipment, they have dorms for non-residents. “For example, if the region disappears, the demand for any profession, we offer the person at the expense of the social insurance Fund to go to such a center and receive a new specialty which will allow him to quickly find a job,” — said Yaroshenko.

The official said that of the 100 90 retrained to find work. State diploma can give in 86 professions, ranging from the exotic such as blacksmith, Cooper, master basket weaving or embroidery to drivers, mechanics and it specialists.

“We need to work closely with employers to understand which region on which occupations will be in demand. For example, the company can inform us about the planned opening of its production and a list of specialists that they will need. Companies are ready to participate, including financial, to create a special database of occupations. After all, the shortage of qualified personnel. Many have traveled abroad on big salaries, and brain drain and workers continues.

Businesses need the skills to operate new equipment and workers of high qualification. And if before businessmen have only reported a huge gap between the knowledge obtained in Universities and colleges and the requirements of modern business, they are now forced to invest money in the training of young professionals. Otherwise, their sites simply no one will work. The civil service is also interested in pleasing potential employers. Indeed, in this case it will be able to save on unemployment benefits.
