As Ukrainians cut heating subsidies

Ukrainians who receive subsidies for heating, the following heating season will decrease. The fact is that the Cabinet adopted a resolution on the reduction of social norms of consumption of gas, heat and electricity for heating. The document will come into force on may 1, said the Minister sotspolitiki Andrey Reva, stressing that until the end of the current topstone — until April 30 — to the amount of subsidies will not change.

As the Minister has explained, the reason for the cuts is that sotsnormy heated on one “square” of housing is too high, causing the state overpaid in topstone 2015-2016 more than 14.5 billion UAH of subsidies.

“There have been cases when people open in the winter window, they say, if you do not use the normative volume of gas or current, then next year the subsidy will not give or give less. Although it should be the other way around: the subsidy — the incentive to save,” said Reva.

Specific changes are as follows: may 1 for heating 1 sq. m of housing within sinarm (21 sq. m/person + 10.5 square m per family) subsidised per month 5 cubic meters of gas (now 5,5) for heating a gas, or 51 kWh of electricity (65) for heating current, or 0,0431 Gcal, with Central heating (now 0,0548).

Worst of all have those who are heated by the current, or living in high-rise building, a heated boiler or CHP: they have the amount of the grant will decrease by 27%. And those heated by gas, with only 10%. A simple calculation shows that if for a family subsidy for heating was, for example, 1000 UAH/month. (3 people, the apartment of 60 square meters, kompensiruet 85% of the cost), now the government subsidizes them only 730 UAH/month. on heating. Tenants will not pay extra 176 UAH, as of now, and 446 UAH, which for poor families is very expensive.

Energoexpert believe that the decline of sinarm justified only when heating by gas and partly by electricity.

“In a private home people can insulate walls, Windows or reduce the heated area and will be comfortable, and in high-rise buildings the thermal insulation of the apartment will not reduce costs if no individual heat meter, and houses a majority — said the expert Valentin Zemlyansky. — First need an energy audit and insulation of such houses at the expense of the owner or lessee (housing office), and then cuts in standards.”

The former Minister of housing Oleksiy Kucherenko called the decline of sinarm opaque. “It is unknown how much actually consumed energy. But it is obvious that the state has no funds for subsidies,” he said.
