The deputies of the tax Committee of the Verkhovna Rada on Tuesday initiated changes, reducing the tax police, which since the beginning of the current year is outside the law. This was announced by Finance Minister Alexander danyluk.
“The bill under the ironic name “On taxation of inheritance” is already included in today’s agenda. This is an attempt to bring corrupt inheritance tax police. If the Parliament will support these changes, the body that years of “nightmare” business, would be re-legitimized,” said the Minister.
Danyluk added that the agreement on finalisation of the draft of the Ministry of Finance on the establishment of the financial police in the shortest time achieved on Monday, 6 February, at a meeting chaired by the Prime Minister. The main business associations, independent experts and the public publicly supported the bill.
“I continue to adhere to the position on the inadmissibility of recovery of tax police. This legacy must go back in time”, – said the Minister.
He also urged not to support changes regarding the return of tax police.
The head of the Verkhovna Rada Committee on taxation and customs policy Nina Southerner, in turn, affirmed the decision of the Committee on Tuesday, the bills No. 0940 on the taxation of inheritance to remove the question of legitimacy of work of tax police before the creation of the financial police.
“Negative reaction to such a decision may arise from those who try to solve personal problems in relations with the fiscal authorities due to the leveling work of the tax police,” said the Southerner.
She expressed doubt that the bill on financial police will be adopted quickly, citing his delay in Cabinet.
“I emphasize again: no legal grounds to speak about the elimination of the tax police from 1 January 2017 no,” said the Southerner.
As reported, during the passage of the bill on amendments to the Tax code to improve the investment climate (the law No. 1797-VIII) at the end of 2016 in Parliament was made a technical error when renumbering.
“De jure legal status of the tax police now – “outside the law”. De facto it is not eliminated, employees are not dismissed, the proceedings are transferred, continues its activities”, – described the situation the people’s Deputy Tetiana Ostrikova (“samopomich”Union faction).
Finance Minister danyluk in such a situation called for the speedy adoption of the law on the establishment of the financial police, which is referred to in the Memorandum with the International monetary Fund.
“At the end of 2016 due to a technical error, the Verkhovna Rada has announced the tax police out of the law from January 1, 2017… whether to correct the error, again legalizing repressive tax police? You obviously don’t. We must move forward,” said the Finance Minister.
He said that the development and approval of the bill was completed in September 2016.
The document provides a number of basic principles on which it is planned to create popolizio:
- replacement of the power of the analytical approach;
- downsizing to 2.5 thousand people (currently 15 million);
- non-interference in the work of an honest business;
- updating of staff through a transparent competition and an independent selection Committee, representatives of the power block – no more than 25%;
- wages, which will reduce the risk of corruption and provide an opportunity to attract the best people.
