Ukrainians are preparing new rules for installation of gas meters. So, in the Verkhovna Rada a draft law No. 5722, providing several key innovations:
- obschedomovoy gas meter must be installed only with the consent of all owners of a multistory building;
- individual counters Ukrainians will be able to put their money in future payments for gas;
- providers have no right to stop the flow of gas in high-rise buildings even if owners do not consent to the installation of the meter.
In the explanatory note to the document, the authors point out that the current law “On ensuring the commercial accounting of natural gas” is not defined, what counters to be installed — communal or individual.
As the authors of the bill, using this, the utility has begun to install in high-rise buildings obschedomovye counters instead of individual. The benefit to suppliers of gas there — they are forcing people to pay from the calculation of the total gas consumption of the house, not the amount that went to a specific apartment. Moreover, companies do not even ask the tenants if they agree to set the total counter. If the people themselves raise the issue and refuse from such a metering device, the utility simply blackmailing them off gas.
Individual apartment gas meter turnkey (project development, equipment, installation) costs about 3 to 4 thousand UAH. However, as experts say, can reduce bills by 15 – 20%, and then a third.
We will remind, experts in the field of energy for sure: in 2017 should appreciate gas. the current rate includes the cost of imported gas – $ 185 per thousand cubic meters, and the budget for 2017 is provided that natural gas for Ukraine will rise to 245 dollars.
As calculated ex-the head of Department on public relations of “Naftogaz” Valentin Zemlyansky, gas, according to the formula of the Cabinet, next year will cost 9600 hryvnia per thousand cubic meters (currently 6800 UAH). At the same time, the expert Yuri Korolchuk sure that the economically justified tariff for gas will grow next year at 25-60% (8.5-11 thousand UAH).
If the price of gas not to revise, economists say, the government will have to subsidize “Naftogaz”.
