TOP 10 laws of 2016

In 2016, the productivity of the Verkhovna Rada was significantly lower than in the previous year. As reported by the Committee of voters of Ukraine, in 2016, the Verkhovna Rada passed 160 laws – and this is less than half in 2015, when the figure was 350. As noted, this is the lowest figure for the last 10 years.

However, the parliamentarians adopted a number of documents that will have a significant impact on the political and economic situation in the country in 2017.

Journalists Segodnaya made the TOP 10 of the most significant for Ukrainians of laws adopted in 2016.

10-th place. The ban on books from Russia

Dec 31, entered into force the draft law No. 5114, which prohibits the importation of printed materials of anti-Ukrainian content that promotes the power structures of Russia, encroaching on territorial integrity and state sovereignty of Ukraine.

The ban does not apply to publishing products imported in hand Luggage or accompanied Luggage a total amount of not more than 10 copies.

9-place. Music quotas

November 8, 2016, entered into force the law of June 16, 2016 No. 1421-VIII “On amendments to some laws of Ukraine concerning the proportion of musical works in the state language in the programmes of the broadcasters”. The law sets the quota for Ukrainian content in radio and TV. Previously, the norm that at least 50% of the audiovisual product must be of Ukrainian origin. That is half of the radio could occupy songs of Ukrainian artists, albeit in Russian.
Now, however, this requirement complements – at least 35% of the daily music content on radio should sound in the Ukrainian language. Not at night, and in Prime time, from 7:00 to 22:00.

According to experts, in the state language from now on will sound every third song on the radio. Also at least 60% of news and other spoken programs should go on the radio in the Ukrainian language.

8-th place. Fighting pirates

September 23, the Verkhovna Rada adopted the bill No. 3081-d “On state support of cinematography in Ukraine.” This document contains amendments to the protection of copyright or related rights with the use of the Internet, and also prescribes the procedure for such violations.

And although the President of Ukraine Petro Poroshenko veto and returned the document for revision to the Verkhovna Rada, the resource Ex.ua one of the largest in the domestic market of filesharing, had been repeatedly accused of distributing pirated films, called act No. 3081-d one of the main reasons why the resource has accepted the decision on termination of its work.

7-th place. The reduction of duties on cars

On may 31 the Verkhovna Rada adopted the bill №3251 on reducing the rates of excise duty. Document. According to the text of the document, a reduced rate of excise duty will be effective from 1 August 2016. Ukrainians will be able, until 31 December 2018 to import a car not older than 2010 release and customs clearance at a reduced rate of excise duty.

On February 23 the Verkhovna Rada adopted the Law № 4020 “On amendments to article 15 of the law of Ukraine “On military duty and military service” regarding the conscription of citizens of Ukraine for military service”. As noted. This document allows the President to quickly declare conscription.

5-place. Guarantee deposits in PrivatBank

On 20 December the Supreme Rada of Ukraine adopted the bill No. 5553 “Draft Law on amendments to the Law of Ukraine “On banks and banking activities” regarding the security state of individuals ‘deposits” filed by President Petro Poroshenko as urgent.

The document provides additional guarantees for depositors nationalized “Private”, but at the same time and for the state Ukreximbank. The depositors of the savings Bank, such guarantees have already been. In particular, the bill provides for the state guarantee of deposits of physical persons in banks for the sum more than 200 thousand UAH. That is, under this bill, the state guarantees to depositors with 100% state share is retained for the full amount of deposits.

4-th place. Increase minimal salary up to 3200 UAH

On December 6 the Verkhovna Rada of Ukraine adopted the bill No. 5130 “On amendments to some legislative acts of Ukraine”. This document allows the government to increase from 1 January 2017 the minimum wage in Ukraine up to 3200 UAH.

3-e a place. Electronic Declaration

On March 16, President Petro Poroshenko signed the law №3755 regarding the details of the submission of the officers of the declarations of income and expenditure. 30 Oct expired on the last day, when officials and MPs were supposed to submit their electronic tax return. 2-e a place. Amendments to the Constitution on the part of justice

September 30, entered into force amendments to the Constitution in terms of justice. Now the question of appointment and transfer of judges and removal from their immunity to prosecution are in the competence of the High Council of justice (previously, all this was in charge of the Parliament). Immunity of judges is limited to functional, and at the level of the Constitution prescribed grounds for dismissal of judges. And, probably most importantly, these amendments to the Constitution the Prosecutor’s office was deprived of General supervision, leaving behind it only right to support prosecution in court.
