Ukraine in recent years have been deliberately selected as a target for cyber attacks with the aim of destabilizing the situation in the country. This was during today’s meeting of the UN security Council, said the Minister of foreign Affairs of Ukraine Pavel Klimkin, transfers “112 Ukraine”.
“From 2015, a number of state institutions in Ukraine, as well as critical national infrastructure, for example, regional power grids and financial institutions, fell victim to attacks by malicious software. Unknown hacker group has attacked e-resources airport in Kiev, the Ministry of defence. 6 Dec 2016 web sites of the state Treasury, Ministry of Finance and the state Pension Fund was temporarily paralyzed in anticipation of the conclusion of the 2016 fiscal year. We know what the goal of these attacks is to knock down the financial system of Ukraine, to weaken our defense capabilities and, ultimately, to destabilize Ukrainian society. It is obvious that Ukraine was deliberately chosen goal of organized foreign cyber-terrorists, and their attacks can be even more devastating than conventional warfare. We have suffered, but have become even stronger,” he said.
While Klimkin stressed that Ukraine is now developing a national framework for protecting critical infrastructure from such threats.
We will remind, earlier the President of Ukraine Petro Poroshenko enacted the decision of the Council of national security and defense Council (NSDC) “On improving measures to ensure the protection of critical infrastructure”.
According to the decision of 29 December 2016, the Council instructed the Cabinet of Ministers within 2 months to develop and adopt the concept of creation of state system of protection of critical infrastructure and action plan for its implementation.
Within 2 months after the adoption of the concept should be developed by the state system of protection of critical infrastructure, and for consideration of the Parliament a bill “About critical infrastructure and its protection.”
This bill needs to be provided: the establishment of a state system for the protection of critical infrastructure; identify the authority responsible for coordinating the protection of critical infrastructure; the foundations of public-private partnerships and resource support in the sphere of protection of critical infrastructure; international cooperation in the sphere of protection of critical infrastructure.
