The military situation in the Ukraine: to be or not to be

We are talking about restrictions on the movement of people, control of the media and dissemination of information. In addition, some of the resources, including private, can be mobilized to the needs of security and defence. This is a real restructuring many things. Under these conditions, foreign partners, obviously, will be with great suspicion to look in our direction — they are simply afraid of a country in a military situation. Not until the end is clear, how will develop the relations between Ukraine and the International monetary Fund, and it is not clear what reforms and what policy will be pursued.

The current situation is very complex: we are well aware that this is not an anti-terrorist operation, and the actual fight against Russian aggression. So here the question arises: what we need to implement legal policies, which introduce a protection of national sovereignty and security in the broadest sense of the word in these conditions? I think that a full imposition of martial law in the country, but what we need to make a difficult decision about our relationship with Russia is obvious. Especially given the role played by Russia today in the world. Besides, at a certain stage of hybrid war has exhausted its political boundaries. The aggravation and continuation of the conflict which we are witnessing today, Ukraine requires the adoption of innovative solutions.

The key problem is that basically, we took action in response. After the annexation of Crimea and the outbreak of hostilities in the East, we were reactive. Set our actions do not go beyond the standard tools of economic and military confrontation. If it is directly on the military situation, in my opinion, we can’t enter it just like that. We need to clearly say what he entered: calling Russia the aggressor in legal terms. And, therefore, to implement a number of measures, such as to limit relations with Russia, at least to introduce visas and then close on some time border, to stop economic relations, and the like.

In this sense, among many Ukrainians this would be a very unpopular rule, because on the one hand, we understand that there is a war, but on the other hand personal exchange continues, people come and go, the situation is ambiguous. And if in the face of such ambiguity will be introduced stringent measures, it is clear that this decision will be unpopular, and those who are fighting with the current government, can seize this moment.

Therefore, the imposition of martial law requires an extremely high level of mobilization of the political elite. Unfortunately, today it is not. The idea of protecting their country is not shared by a large number of Ukrainian political forces.

The same applies to companies. You cannot claim it one hundred percent mobilization. We must understand that if there is no single elite and a high level of mobilization of society as a whole, the actual imposition of martial law, and full political, military and economic confrontation with Russia to implement very difficult.
