The President of Ukraine Petro Poroshenko enacted the decision of the Council of national security and defense on the strengthening of cybernetic security of the state. This is stated in the press service of the head of state.
According to the report, the President signed decree No. 254/2017, which enacted the NSDC decision of 10 July 2017 “On the status of implementation of decisions of the Council of national security and defense of Ukraine from December 29, 2016 “About the threats of cyber security of state and urgent measures to neutralize them”, introduced by presidential decree of February 13, 2017 No. 32″.
According to the decree, the government within three months should resolve the issue of prohibiting government agencies, enterprises, institutions and organizations of state form of ownership purchasing of services for access to the Internet from Telecom operators who have no documents on confirmation of compliance of the information security system, with established requirements in the field of information security.

Also the Cabinet of Ministers shall enter in the prescribed manner in the development of public-private partnership, the mechanism of attraction of physical and legal persons on the terms of outsourcing for performing tasks of the cyber defence of the state electronic information resources.
In addition, according to the decree, the government with the participation of the security service shall prepare and submit to the Parliament a draft law on the delimitation of criminal responsibility for crimes in sphere of use of electronic computing machines (computers), systems and computer networks and telecommunication networks committed against the state and other information resources in relation to the objects of critical information infrastructure and other facilities, as well as the appropriate demarcation of jurisdiction.

According to the decree, the security service, the Administration of State special communication service together with the National police of Ukraine must urgently intensify cooperation with foreign partners to combat cyber attacks on critical information infrastructure, investigation of such cyber-attacks, establishing the causes and conditions that contributed to their making, as well as attracting international technical assistance to ensure the cyber security of state electronic information resources, objects of critical information infrastructure.
Additionally, for 2017, the government should provide funding for the costs of designing secure data center to host the state electronic information resources.
Also, the Cabinet should take measures to create the National center of operational and technical management of telecommunication networks of Ukraine and its functioning.

The government prescribed and to ensure the implementation of state legislation in the sphere of technical protection of information, and promptly respond in the prescribed manner for the violations.
NSDC also recommended that the National Bank of Ukraine with participation of administration of state service of special communication and the SBU to take urgent measures to improve cyber security of systemically important banks of Ukraine.
In addition, the Council instructed the Cabinet of Ministers to study the issue to determine the State body responsible for the backup information and state information of the electronic information resource and for establishing the order of transmission, storage and access to these copies.
