Large “communal” change: who due to new laws will have to pay for the audits, and that will change

President Petro Poroshenko on 20 July signed laws “On energy efficiency of buildings and energy efficiency Fund (PE)”. As a result, in the near future in Ukraine may make a market for energy efficiency. Professional auditors will evaluate the condition of the buildings, and determine how to “save” high-rise buildings against heat loss. The website “Today” figured out how the life of Ukrainians will change after the adoption of a new “municipal” laws.

On the way to energy efficiency

For the needs of utilities annually is spent 18.6 billion cubic meters of gas, but only 7.2 billion is spent as intended. The rest is “lost” in the networks and is spent on heating the streets. Flats produce Giga-calorie through non-insulated walls, leaky Windows, basement and roof. For the year thus burned wasted 9 billion cubic meters of gas. In this case one thousand cubic meters of blue fuel to Ukraine costs approximately 245 USD.

As noted by Deputy Director General of the European Commission on issues of neighborhood policy and permissions Katerina Mathernova, Ukraine is in that part of Europe, where the large expenditure of energy. “The loss is much greater than in countries with similar climate. Investments in energy efficiency can be called the investment a “no regrets”. Work here is a vicious cycle: it is possible to ensure its energy security, to develop small and medium business, reduce the amounts in the payment system”, – said Katerina Mathernova.

At the beginning of the year, Prime Minister Vladimir Groisman has shared his calculations: if Ukraine didn’t have to waste dollars on gas imports, the national currency would be strengthened to 18.5 hryvnia per dollar. And so, confident in the European Commission. If a major modernization and increase gas production, you can completely abandon the import of blue fuel.

However, it will have to spend billions of dollars. Full thermo typical residential high-rises will cost five to eight million. And those in Ukraine – thousands. According to estimates DTEK ESKO, 85% of high-rise buildings in Kiev need aposteriori. What, they’re not only Khrushchev, but some of the buildings. “Recently, we analyzed the energy consumption of buildings 16 thousand clients-legal entities “, Kievenergo”. And found 1,000 buildings, which on average 5 times to save money on heating, if will carry out energy efficiency measures. The total saving for the year in such buildings can be of the order of 100 million hryvnias on the heating”, says Director of DTEK ESKO Yevhen Bushma.

In addition, a large amount of heat is lost in the public sector – schools, kindergartens, local governments, Executive authorities, etc. “hundreds of public buildings in Kiev can save money on heating from 2 to 10 times. And it is only in Kiev. In the regions, most likely, the situation is even more complicated. To the state budget more efficiently and transparently spent, of course, is to start modernization in the public sector with energy auditing,” – said the expert.

To move towards energy efficiency, the government expects due to the launch of PV and adoption of laws “On commercial accounting utilities” (more you can read about it here), “On housing and communal services” and “Energy performance of buildings”. Only the entry into force of all these documents will help to fully launch the Fund, said to represent the support group of Ukraine in the European Commission Peter Wagner at the round table “the Test of the efficiency of Parliament.”

How to work the energy efficiency Fund

From the budget of Ukraine in the Fund will send 800 million, 25 million euros and Germany will allocate another 100 million euros – the European Union. Funds will be directed to loans to owners of private houses and condominiums. Before to participate in the program, they need to choose product and Fund to conduct energy audit.

A professional auditor will determine what activities you need to spend and make a budget. After documents must be submitted to the Bank that will issue the credit to pay contractors and materials. At the end of the work the Foundation will hold another energoaudit in order to check the result of modernization. Only after that the state will provide a grant to compensate for part of the loan. The remaining funds will pay for several years, all residents of the renovated homes.

For high-rise buildings:

Package “Light” (400 thousand hryvnias). According to estimates of the Ministry of regional development, insulation will save 20% of the heat. The grant will cover 20-30% of the project cost. Subject to the grant, the project can pay off in 2 years. 70-80% of the project cost the tenants have to cover yourself by taking out a loan at a Bank.

Package is “Comprehensive” (5 million). According to estimates of the Ministry of regional development, insulation will save 60% of the heat. The grant will cover 40-50% of the project cost. Subject to the grant, the project can pay for itself in 5-7 years. 40-50% of the project cost the tenants have to cover yourself.

For private homes:

Package “Private” (120 thousand). According to estimates of the Ministry of regional development, insulation will save 60% of the heat. The grant will cover 40-50% of the project cost. Subject to the grant, the project can pay for itself in 5-7 years. 40-50% of the project cost to the owner of the house will have to cover yourself.

Money in PV is not enough at all. As noted by Yevhen Bushma, only in Kiev for teploozerskiy the whole city will need billions of hryvnia. And funds from state and municipal budgets are clearly insufficient. The expert is sure for a particular situation to find its own source of funding.

“Low-budget projects with the payback period up to 2 years, the residents of homes can Finance their money. Such events in the building can gain about 5%. Events with payback period of 3-5 years is better to Finance with the involvement of energy service companies (ESCOs). Such events in terms of energy efficiency of a building can be approximately 25%, but they have the greatest effect on the economy. If the payback period more than five years, will have to find several sources of funding. For example, to carry out the work partly by energy, partly due to the budget.

Who will be affected by the law “On energy efficiency of buildings”

In the government version of the law provided for compulsory energy audits for all residential buildings, however, the deputies of this innovation was not supported. In the revised draft, which was signed by the President reads: the energy performance certificate needs to: buildings, buildings of local and public authorities, budgetary institutions, if there is upgrading. To pay for an energy audit and a certificate will be the owners of the building. However, the act specifies: documents will check only at the beginning of next year. • up to 100 apartments – 9.5 thousand UAH
• up to 300 apartments – 12 thousand hryvnia
• up to 350 apartments – 13 thousand hryvnias
