The General Prosecutor of Ukraine (GPU) performs pre-trial investigation in criminal proceedings on the fact of theft of credit provided by the world Bank. This is stated in the decision of Pechersky court of Kiev.
During the investigation it was established that in the period from 2007 to 2013, the world Bank provided a loan for the project “urban infrastructure Development” in several regions of Ukraine, including Ivano-Frankivsk, Chernihiv and Donetsk.
The loan funds were provided under the guarantee of the government of Ukraine and the main contractor of the project was the Ministry of regional development, construction and housing and communal services.
“The funds were sent directly to the contractor and was to be used for the implementation of reconstruction and modernization of objects belonging to utility companies operating in the field of water and wastewater”, – stated in the message.
However, officials of the municipal enterprises transferred money to the accounts of affiliated transit companies. Thus contracts to include significantly inflated the cost of the work, in some cases, work is performed.
Further funds were transferred to cash through businesses with signs “fictitiousness” and distributed among the members of the group. However, the credit obligations are met at the expense of the state budget.
