The investigation started in 2015 after the network got a video in which a white police officer shoots a black teenager Laquana MacDonald.

According to the findings of the investigation, one of the main causes of human rights violations by the police – the wrong training. In addition, the investigation found that city officials did not render the police the support they need.

“The lack of trust and accountability is not only bad for citizens, but also for a decent police officers trying to do their job honestly effectively,” said US attorney Loretta Lynch.

According to Lynch, the government of Chicago has agreed to cooperate with the Ministry of justice on a joint decree that will launch the corresponding reform of the police, designed to restore public confidence in law enforcement.
