Ukraine pledged until August to introduce a monthly fee for heating and gas: will I have to pay for heat in the summer

By the end of this month in Ukraine needs to introduce a monthly fee for heating and gas. This is stated in the Memorandum with the IMF, which a few months ago was signed by the President, the head of the NBU and the government. The document says that the decision should be taken until the end of July. The website “Today” figured out how Ukrainians impact fee on heating and gas.

“We will apply the tariffs for gas and heating based on the capacity that will allow to transfer some of the cost for the summer months,” – said in the Memorandum with the IMF. The document also stated that innovation must take before the end of July (originally planned to introduce a subscription fee until the beginning of may).

The introduction of a “tariff for delivery of heating” actually means that the tariff will be divided into two components: the direct cost of heat and fee for infrastructure maintenance. The first component you will have to pay only during the heating season, and monthly fee – all year round.

At the request of the website “Today” member of the National Commission, which performs state regulation in energy and utilities (NKREKU) Ruslan Mashliakivsky explained: “the establishment of two-part tariffs for Central heating can be an exclusive initiative of the supplier of heat“.

As explained in the Department of heat NKREKU, the supplier must agree on the decision on the introduction of a license fee with the local authority, to undertake discussions and only after that to submit their calculations to the Commission. In NKREKU calculations will check and make the decision to approve the tariff or not.

That all providers be forced to introduce a subscription fee at the moment. Fee for heating is already in Ivano-Frankivsk, Berdyansk, Dneprorudnoe, Lviv, Vinnytsia. Thus, in the heating season the residents of Lviv pay 1266,5 hryvnia for each used gigacalories of heat. 53,4 hryvnia of this amount – the cost of license fee. In non-heating season, for example, in summer, for heating you have to pay a monthly fee 26,3 hryvnia.

Providers who choose to use the two-part tariff, divide the cost of heat into two components: semi-fixed (what you need for the maintenance of infrastructure) and the conditional variable (the cost of the heat). A relatively constant component and a called subscriber fee.

The cost of license fee can range from 20 to 100 hryvnia, is dependent on the economy of the enterprise. If a double-rate tariff to impose the same until the end of July, as stated in the Memorandum, for the heat will have to pay all year round, but in winter the amount in the payment can decline, but August and September will have to pay 100 UAH monthly fee. At the moment, in most Ukrainian cities there is one tariff for heat which involves including the cost of transportation, and you need to pay only during the heating season.

Fee on gas: the solution suspended

The monthly fee for gas plan to introduce the first of may. However, the proposed NKREKU methodology would lead to the fact that Ukrainians who use gas only for heating food, would have to pay more. In addition, the subscription fee did not apply to the subsidy. Prime Minister Vladimir Groisman said that the Commission has the right to change the tariff structure, however, the final cost of a cubic meter shall not exceed 6,8 hryvnia. The Commission decided to suspend the introduction of a license fee.

At the moment in Kiev 87 cubes are 591,6 hryvnia, after the innovation for the same amount you will have to pay 589,2 hryvnia. On each next cubic meter of Ukrainians will be able to save 80 cents. Prior to the introduction of a license fee for 200 cubic meters will have to pay 1360 UAH, and after – 1267,2 hryvnia.
