The Cabinet of Ministers of Ukraine at a meeting on February 14 approved the state defense order for 2017-2019.
As reported on Tuesday the press service of the Ministry of economic development and trade of Ukraine, the mid-term defence contracts, was adopted for the first time and assumes the predictability of the expenditures of the state budget, creates the conditions for uniform loading of the enterprises of the military-industrial complex (MIC) and the sustainable development of their production capacity.
“Planning of the state defense order for 3 years is part of the medium-term economic planning, which the government introduced this year”, – quotes words of the Deputy Minister of economic development and trade of Ukraine Yuriy Brovchenko press service of the Ministry reports.
It is noted that state defense order for 2017-2019 funding provides for the procurement of arms and military equipment (the code), modernization of existing armaments, the restoration of production capacities of the Ukrainian enterprises of the defense industry and work on creating new weapons.
In 2017, the financing needs of government customers has been increased compared to the previous year, the share of expenditures from the General Fund of the state budget has also increased.
“Please note that the state defense order for 2017-2019 is a document with limited access, and in the interests of national security the details of its content may not be made public”, – reported in the Ministry.
As reported, on January 27, 2017 meeting of the NSDC approved the main indicators of the state defense order for 2017 and projections for the next two years.
So, the decision of the NSDC of Ukraine, the government requested to approve approved at the meeting of the main indicators of the state defensive order taking into account the expenses budgeted for the current year.
Among defined in the state defense order priorities: development and production of new weapons and military equipment, the development of domestic military-industrial complex, the increase of state guarantees on loans and the simplification of the mechanism of getting them to the entities that are involved in the implementation of state defense orders.
The state defense order, in particular, it is envisaged to provide the Armed forces of Ukraine and other paramilitary forces a new and promising weapons and military equipment: modern missile and artillery systems, armored missile boats, unmanned aerial vehicles, armored vehicles, electronic warfare and radar systems, modern means of communication and control, intelligence systems for artodyssey, surveillance, targeting and night vision, it is also planned modernization of aircraft, helicopters and other military equipment, and the like.
In addition, the decision of the NSDC of Ukraine planned to begin the “State targeted programme for the creation and production of ammunition and special chemistry products for the period up to 2021.
The Cabinet of Ministers of Ukraine is instructed, taking into account the underfunding of the state defense order in 2016 to make adjustments to the “State target defence programme of development of arms and military equipment for the period up to 2020”.
The President of Ukraine Petro Poroshenko on February 13 enacted decision of the Council of 27 January 2017, “Key indicators of the state defense order for 2017 and 2018, 2019”.
