The President of Ukraine Petro Poroshenko has signed law No. 0906 “On state control, which is carried out to check compliance with the legislation on safety and quality of food and feed, health and welfare of animals”. It is reported by the state service for food safety and consumer protection.
“The adoption of this law is an important step in strengthening control in the sphere of food security”, – said the Chairman of Rospotrebsoyuz Volodymyr Lapa.
The law, according to him, affirms the basic principles of the European system of state control of food safety.
Thus, the document:
- provides for the introduction of the annual external audit, which, in particular, will involve members of the public;
- limits the circle of persons who may be delegated the authority to carry out the state control;
- introduce fixed fines for violations.
The law also introduces major changes in the system state control inspections of the market operators, without warning, the introduction of a risk-based approach (risk assessment should accompany every important step of the activity as the competent authority and business), professional state control, an exhaustive list of issues to check.
The main provisions of the law will come into force after a nine-month transition period during which it is necessary to develop and adopt approximately 40 subordinate acts in order to fully bring the Ukrainian system of state control in the sphere of food safety in accordance with the directives and regulations of the European Union.
